Elizabeth Webber wore a gorgeous red dress to the Nurses Ball with a scalloped open back. The dress was embellished with sparkling rhinestones. On the GH red carpet, the interviewer said that the dress was designed by Elizabeth herself, so I'm guessing that Rebecca Herbst (who plays Elizabeth) designed the dress for her character. Rebecca Herbst has designed many beautiful Emmy dresses for her costars and herself in the past.
