After officiating Tracy and Luke's wedding at the Nurses Ball, Lucy made a costume change. Her new dress was a glamorous black gown embellished with crystals draped to resemble chokers and necklaces at the nude neckline. Lucy's dress is by Sherri Hill, and it seems that the General Hospital costume department embellished it further by adding several longer sparkly necklaces. I love it!
