They planted a stink bomb and pretended to be with the EPA to enter an office, and they managed to identify Nelle as the culprit before being arrested. During this episode, when she wasn't in her hazmat suit, Maxie was wearing a unicorn fringed scarf with pink, purple, and blue stripes by INC International Concepts.
